Aggressive Dog Problem?

I have a question a while back about what I can do to help my answer to curb dog aggression problem, and people who know me and said to my question helped him neutered. It is about one week ago he was neutered and he still has an aggression problem with other dogs. How long should I wait until He starts to settle down? And yes I have been working on his training, he knows commands like sit, down, talk and dance and we are currently staying. He is a small and no attack dog / bark at people, he attacks and barking at other dogs. I do not understand what I can do to get rid of this problem, he was well socialized with other dogs as a young pup and now lives with two other dogs he has no problem with. I can not let him off leash at the park and even taking him on walks stresses me, because he's so embarrassing when we walk by people walking their dogs. PLEASE, an opinion would help I'm desperate! He will never love to other men, but all we wanted was tolerance, so he wouldnt Act Up in the ring and of course in public. What we did was take him to places where there were dogs in the neighborhood, but we could stay at a distance as the parks. At first we stayed far enough away where he was calm, put him into a down / stay, while he remained calm with dogs at a distance that we rewarded him. We did this a few days each week for a few weeks. Then we moved closer and did the same, he got up and began to posture or hackle we would correct him, put him back down. He would start to remain calm and we should praise and reward him. Building on over a few weeks we got him out with other dogs. Now we really have no problems with him. We go to parks, downtown walks, the Kennel Club, shows, etc.. Here and there as we walk into another dog who wants to try to go to him he will Act Up. In those cases we will only correct him and try to move the dog in question. It is certainly correct, we have the proof, it just takes time and you must be consistent. Keep working with him, and now he is castrated would make it easier.
